How can I make my dog stop barking on the onlookers?

Whenever I take my dog, a cocker spaniel, out on a walk whether on the drive ways or the parks she always starts barking at the first sight of the onlookers without a dog. This is very strange, I have witnessed dogs barking on the stranger dogs but have never witnessed anything like this. How can I make my dog stop barking on the onlookers? I would like to tell one more thing that I think may help is, it starts wagging its tail at other dogs no matter what size the other dog is. What is the problem with my dog? Please help.

Dude, you cannot do much about the cocker spaniel breed when it comes to barking since the breed is known for being a fervent barker. I also had a cocker spaniel breed and the breed used to bark at everyone or everything, it also barked at me sometimes. It is their inherent nature. Now, what you to slightly diminish the possibility of cocker spaniel, barking a lot, is to train them effectively using non punitive standards, where in the cocker should get something from you, like a lot of love or some snacks when she displays a desirable behavior, which is, less barking. By this type of training the doggies pick up fine and the behavior gets conditioned in their memory.

I hope the information which has been provided to you in this section makes some sense and helps you understand the problem in the best possible manner.
