Dewey 's Inhuman Law on Animals

Dewey Beach Town, known for their love for animals passed an ordinance last Saturday to free it's neighbourhood from noisy animal howls.

Councilman Dale H. Cooke, the legislator imposes jail time and big fines on the owner if his pet is heard, supposedly disturbing the neighbours. Say from 11 pm to 7 am.
The first-offense fine in the new ordinance is set at $25.
What a law for animals! How on earth do you suppose the owner should silence the poor creature.
