How to get rid of fleas on dogs quickly?

I have two dogs in my one room apartment. The only time they go outside is on the balcony. But I have noticed that both of my dogs have fleas. I have been treating them with Frontline plus regularly but the fleas are not dying. I have even tried carpet sprays but I am not sure whether it had helped at all. What can I do to kill them and keep them spreading? How can I get rid of fleas on dogs quickly? I would really appreciate useful information regarding this.
